Montgomery County's Vendor Registration System (CVRS) was developed to provide a one-stop shop for vendors who are interested in doing business with Montgomery County. Individuals who are expecting to receive a payment from Montgomery County Maryland, are also required to use the register on the CVRS.

There are no registration or subscriptions costs associated with registering on the CVRS.

No, once you have registered with the CVRS, your information is kept securely on file and is available for your viewing or changing at any time. We hope you make the effort to keep your company information current on the CVRS.

For a vendor that is certified as a Local Small Business Reserve Program (LSBRP) vendor, please be advised that this status needs to be renewed every 3 years. Montgomery County Office of Procurement Division of Business Relations and Compliance reserves the right to re-evaluate to ensure the LSBRP requirements are met, prior to any contract award during the 3-year period.

If a vendor has a Minority, Female, Disabled persons owned businesses (MFD) certificate, the certificate should be renewed according to the certifying agencies' renewal policies. Procurement Division of Business Relations and Compliance reserves the right to verify with the certifying agencies, on the vendor’s certification status.

If you got as far as the Register button - Click on My Vendors. Link your Vendor

If your record is not found, then you will need to reregister.

Click on Access your account>Sign in your Access MCG account (if you do not have one then you need to create an account>Click Link Vendor Profile> If you don't have your Vendor ID and or Password/VIN then click Forget Vendor ID/Vin. Put in your Tax ID and your registration email. Submit.

An email will be sent to that email with the Vendor ID and VIN.

IF there is an error you will need to send an email to [email protected] for verification of information.

Anyone who is expecting to receive a payment from Montgomery County Maryland, must self-register in the County Vendor Registration System.

Legal name for an individual is the name shown on your U.S. birth certificate (includes hyphens and apostrophes) unless the person's name has changed based on certain events, such as a marriage or a valid court order for a name change. A foreign-born person's legal name is the name shown on his or her immigration document (includes hyphens and apostrophes).

The EIN or SSN number is used to verify your identity and is required in the administration of the tax laws for the Internal Revenue Service (IRS) and other Government reporting.

If you are not a business, select 'Individual/Sole Proprietor', and enter the state of your residency.

The NIGP Commodity Services Code was developed by the National Institute of Governmental Purchasing to bring efficiency to automated purchasing. The NIGP Codes provide an excellent coding structure for standardizing purchasing.

For HHS's Rental Assistance program, the codes are:

971-64 Residential Space Rental or Lease
961-96 Non-Professional Services

When you set up and register your business to provide services/goods then you should choose the appropriate organization type based on the structure and registration of your business, if any. If you are not a business entity you should register as an Individual/Sole Proprietor. CVRS will prompt you to select one of the following organization types:
  • Corporation
  • Partnership
  • Limited Liability Company
  • Sole Proprietor
  • Government Agency
  • Non-Profit
  • Other
  • Foreign Organization
  • Foreign Individual

1099-MISC is an IRS form used to report payments made to businesses/individuals that are not Corporations or Incorporated. Choose the category that would fit the type of payment you are to receive from the County:
  • Box 1: Rents -- Rents from real estate on Schedule E (Form 1040);
  • Box 3: Other Income -- Amount reported on the Other Income line of Form 1040.
  • Box 7: Nonemployee Compensation -- Nonemployee compensation.
  • Box 6: Medical and Health Care payments
Example: Landlords would select Box 1 as payments are for Rent.

As a business or individual that will receive a 1099-MISC, choosing the appropriate 1099-MISC category will ensure accurate IRS or other Governmental reporting.

All who receive rental payment from the county must be on the county's supplier system (CVRS).

Once the registration has been completed there is a link to sign up for ACH in the upper right corner on the last page of the registration. Click on the link and fill out all the information requested and submit. The form is sent to a secure mailbox for review and setup.

The type of payment that is reported to the IRS is dependent on the type of payment that you receive from Montgomery County. Examples of payments not reported to the IRS:

  1. Payments to Corporations or Incorporated Entities.
  2. Payments to businesses/individual that provide services/goods that do not total $600 in a calendar year.
  3. Customer refund or reimbursements.

All tax questions should be discussed with your business or personal tax adviser.

To determine your eligibility for the LSBRP program, please visit the website (www.montgomerycountymd.gov/lsbrp) or log back in to your CVRS account, once on the Vendor profile summary page, click the edit icon on the “Business Classification Certificates” section. On the next “Certificates” page, you can apply for the available certificates.

Once you complete your LSBRP / LBPP application a list of required documents will be provided.

Typically for the LSBRP program the documents required are the previous 3-years tax returns (1st page only, reflecting gross income), copy of lease (reflecting business located in Montgomery County), and latest quarterly Unemployment Insurance (UI) statement filed with the State (reflecting the number of employees).

For the LBPP program, a current copy of your lease.

Yes, you qualify without being in business for three years. Provide as many years’ worth of tax returns (1st page, reflecting gross income) as you have available. If you only have 1 years’ worth of tax returns, you need to provide a current Profit and Loss (P&L) statement.

Yes, you still qualify if your business is based out of your home. Just ensure that you make that designation within the LSBRP / LBPP application. Since you do have a business lease, there are typically 2 acceptable alternatives. 1. If you rent, provide a copy of the rental agreement, just ensure the business owner’s name is on the lease. 2. If you own the property, provide a copy of your latest Montgomery County tax assessment (can be found online), just ensure the business owner’s name is also listed as a property owner.

If you do not have any W-2 employees, you will need to provide a statement in writing, saying that your company is new and/or does not currently have W-2 employees or that your company operates as such where you only have 1099 consultants on staff. You will need to upload it to the UI document file.

Please note that Montgomery County does not certify vendors as MFD, we only verify certifications from accepted agencies. Please refer to http://www.montgomerycountymd.gov/MFD for accepted certifications

If you are certified by one of those agencies, you can provide those details on the Business Classification Certification page. To access, you will need to log back in to your CVRS account. Once on the Vendor profile summary page, click the edit icon on the “Business Classification Certificates” section. On the next “Certificates” page, you can click on the available certificates.

First, are you a business entity or individual / sole proprietor? If a business entity, you should register as a Business. If you are an individual / sole proprietor trying to do business with (sell services / commodities to) Montgomery County, you should register as a Business.

If you are an individual receiving payment from Montgomery County, affiliated agencies, departments and/or programs you should register as an Individual.
